GeoChat AI vs UDS Mapper (Now HRSA GeoCare Navigator)
UDS Mapper is now HRSA's Health Center Program GeoCare Navigator, and it is the better tool for UDS-based service area and penetration analysis. GeoChat AI fits the questions around that work: provider supply, community need and plain-language follow-ups.
HRSA says the Navigator replaced the UDS Mapper as of March 2024. On this page, "UDS Mapper" means that successor tool unless noted.

What UDS Mapper is
UDS Mapper launched in 2010 as "a free, publicly available mapping tool." HRSA funded it, and the Robert Graham Center coordinated it as part of its HealthLandscape platform. Its original formulas came from John Snow, Inc. (JSI).
HealthLandscape describes its core outputs: service areas by ZCTA, patients as a share of the target population, and the population left unserved.
From UDS Mapper to GeoCare Navigator
In September 2023, HRSA announced the sunset and promised "no gap in access to a mapping tool." The Navigator went live in February 2024.
HRSA set UDS Mapper's sunset date as March 26, 2024, and HRSA said udsmapper.org would redirect to the Navigator. The user guide says the Navigator "includes the same datasets as UDS Mapper."
How the Navigator works
You pick an application type: New Access Point, Service Area Competition, Look-Alike or Change in Scope (user guide). Or you use it "for general service area exploration for research or other purposes." You then select ZCTAs by point, polygon or radius, or paste or upload ZIP codes.
Its main ZCTA fields, as defined in HRSA's data guide:
- Penetration of total population: health center patients divided by residents.
- Penetration of low-income population: patients divided by residents below 200% of the federal poverty level. HRSA calls this an estimate, since UDS does not report income by ZIP code.
- Low income not served: low-income residents minus health center patients.
- Uninsured, Medicaid and Medicare/private "not served": estimated with JSI's imputation method.
- Dominant health center: the health center that saw the most patients from the ZCTA.
Health center fields count only health centers reporting 16 or more patients in a ZCTA.
Map layers include health center and look-alike sites, hospitals, rural health clinics, National Health Service Corps sites and HUD public housing (user guide). The data guide adds primary care, mental health and dental HPSAs and MUA/Ps. All applications require the MUA/P layer.
Data and updates
HRSA's data guide (Version 3.0, 2026) lists 2025 UDS patient data and ACS 2020–2024 estimates. Most data was last updated in fall 2026, with the next release planned for fall 2027. Site and shortage-area layers update daily.
Patient origin comes from the UDS Patients by ZIP Code table. Health centers report patients by ZIP code of residence and primary insurance, as of each patient's last visit in the calendar year.
When to choose the GeoCare Navigator
The Navigator is purpose-built for health centers. It pairs UDS patient origin by ZCTA with HRSA's penetration fields. Choose it when:
- You are preparing a HRSA application. HRSA calls it "our mapping tool used to create service area maps". SAC maps must show proposed sites, service area ZIP codes, MUA/Ps, award recipients and look-alikes, and other providers.
- You need penetration or "not served" counts. These combine UDS patient origin with ACS population for each ZCTA.
- You are checking your scope. Competing continuation SAC applicants must compare Form 5B ZIP codes with UDS patient origin data.
- You want to see who already serves an area. Check the dominant health center and its patient share for each ZCTA.
- You want no sign-up. The tool does not require a login. The Resources page adds ZIP-to-ZCTA crosswalks and state and national benchmarks.
When to choose GeoChat AI
GeoChat AI fits when your question reaches beyond health center patients.
- You need provider supply. GeoChat Atlas counts providers by county and ZIP code from the NPPES October 2026 file.
- You need wider needs assessment context. Its 100+ layers include CMS hospitals, nursing homes, home health and hospice, plus CDC PLACES and the Social Vulnerability Index.
- You want to ask follow-up questions. The AI chat lets you drill into ZIP codes and compare regions in the same conversation.
- Your program is not a health center. Use cases include PACE, rural health, community health worker programs, home health and workforce analysis.
- You want expert help. Paid services cover expert review of AI findings, primary research and community interviews, custom needs assessment reports, methodology design and stakeholder presentation support.
For a worked example, see healthcare access in 10 California counties.
GeoChat AI limits
- It uses public data, not your organization's patient records. For HRSA's penetration and "not served" fields, use the Navigator.
- It is not affiliated with HRSA or the GeoCare Navigator. Use the Navigator for HRSA application maps.
- It is a new platform; the current version is GeoChat Atlas (version 2).
- Provider counts are NPPES registrations, not full-time clinicians, so they may overstate available capacity.
- There is no automatic refresh. Sources are rebuilt by hand after each new release.
- The chat has no web search. It is instructed to report only figures from its own dataset queries; that is an instruction to the model, not a guarantee.
Using both
- Build your service area in the Navigator. Export the data table to CSV for penetration and "not served" counts by ZCTA.
- Ask GeoChat AI about provider supply in the same ZIP codes and counties, such as primary care providers.
- Add PLACES chronic disease estimates or the Social Vulnerability Index for the needs narrative.
- Match geographies. Both tools work in ZCTAs, so convert ZIP code lists first (ZCTA vs ZIP code).
- Match years. Both now use ACS 2020–2024 (Navigator data guide; GeoChat AI methods). Check the year shown in each tool before comparing (ACS 5-year estimates).
- Check the UDS year on screen. The Navigator's Version 3.0 guide lists 2025 UDS data, matching HRSA's July 30, 2026 release.
How to choose
- Pick the GeoCare Navigator (formerly UDS Mapper) for HRSA application maps, penetration, "not served" estimates and checks of which health centers already serve a ZCTA.
- Pick GeoChat AI for provider supply by county and ZIP code, broader needs assessment layers and plain-language follow-up questions.
- Planning a new site? Start with the Navigator for patients and penetration. HRSA's Unmet Need Score is not in the Navigator; its separate map tool was updated in March 2026. Then check provider supply in candidate ZIP codes with GeoChat AI.
- To discuss GeoChat AI's expert services, book a call.

Frequently asked questions
Is UDS Mapper still available?
Not under that name. HRSA set March 26, 2024 as its sunset date and replaced it with the Health Center Program GeoCare Navigator. HRSA says the Navigator includes the same datasets.
Is UDS Mapper free?
As of November 2026, its successor, the GeoCare Navigator, is a public HRSA tool that does not require a login. HRSA's pages list no fee. The user guide says saving work is not an option at this time, so export your map.
What data does UDS Mapper use?
The GeoCare Navigator combines UDS patient counts by ZCTA with ACS population estimates. HRSA's data guide (Version 3.0, 2026) lists UDS 2025 and ACS 2020–2024. Most data was last updated in fall 2026; the next update is planned for fall 2027.
Can I use UDS Mapper if I'm not a health center?
Yes. HRSA built the GeoCare Navigator for health centers and other stakeholders. It also has an option for general service area exploration, for research or other purposes.
Can GeoChat AI show my patients' ZIP codes?
No. GeoChat AI uses public data, not your organization's patient records. For health center patient origin by ZCTA, use HRSA's GeoCare Navigator.
Map access gaps for your community. GeoChat AI is free to use, with no credit card required. Ask questions in plain language, drill into ZIP codes and compare regions.
